Eleven years later, the state is contracting with an Arizona mint to strike commemorative coins, not because it's running a monetary system but because legislatures love projects that look like monetary sovereignty without requiring any. If Texas were serious about competing with the dollar, it would accept tax payments in gold. It doesn't.
