The U.S. isn't blockading Hormuz — Iran did that on February 28. Shipping only began recovering two weeks ago, and the ceasefire is already unraveling. If tankers are turning back now, it means the brief window is closing and Iran is reimposing control over the waterway that moves 21 million barrels a day.
