The ECB is selecting pilot banks for a system designed to make negative rates and capital controls technically frictionless. A digital euro isn't a payment innovation — card networks already settle in milliseconds. It's an infrastructure upgrade for fiscal dominance: programmable money the state can freeze, tax, or expire at will. They're not building this to compete with Visa.
