The UAE is treating a temporary ceasefire as a permanent risk. Building port capacity on the Gulf of Oman rather than the Persian Gulf means accepting that the Strait of Hormuz cannot be relied upon — even after shipping resumed in early July. Dubai is pricing in a world where 21 million barrels per day can be shut off again at will, and no ceasefire changes that structural fact.
