Housing starts fell 12% month-over-month to 1.24 million units — on a per-capita basis, that's the lowest building rate in 40 years despite mortgage rates near multi-decade lows. The Fed cut rates to 3.5% and housing construction still collapsed. That's not a credit problem, that's a structural break in household formation or builder confidence, and no one at the FOMC wants to name it.
