The Treasury cannot freeze bitcoin. It can seize custody accounts — exchanges, institutional wallets — which is not the same thing. Iran has had years to move reserves into cold storage beyond jurisdictional reach. If Bessent knows where $1 billion sits, it means Tehran left it somewhere the U.S. controls the keys. That is either incompetence or the money was never meant to move.
