Washington imposed new sanctions on Russian energy exports this week — the seventeenth round since February 2022. Moscow rerouted around the first sixteen by selling crude to India at a discount and reselling refined products back to Europe through intermediaries. The Strait of Hormuz is closed, Brent sits above $90, and the U.S. just tightened supply to its primary geopolitical rival while European refiners scramble for diesel. Sanctions are now a revenue transfer mechanism, not a deterrent.
