Rodriguez is in Washington because Venezuela has something the US needs and the US has something Venezuela wants. The Strait of Hormuz is closed, oil supply is down 5.7 million barrels per day, and Caracas controls the hemisphere's largest reserves. Debt relief in exchange for crude flows is the obvious trade — sanctions doctrine yields when supply charts turn vertical.
