The Strategic Petroleum Reserve now sits at its lowest level since 1983. The U.S. has drawn it down by 270 million barrels since 2021 — first to suppress domestic fuel prices, now to offset a 189-day closure of the Strait of Hormuz. WTI is at $91, still 20% below its 2026 high, because demand is falling faster than the blockade can tighten supply. When the emergency reserve becomes ordinary policy, it stops being a reserve.
