The Treasury froze $130 million, but the IRGC is an organisation that ran half of Iran's $400 billion economy before sanctions and controls smuggling networks across the Gulf. One wallet is public relations. The question is whether Washington has located the procurement accounts that still fund Hezbollah, the Houthis, and militia units across Iraq and Syria — those don't advertise themselves with round-number balances.
