Trump waived sanctions that were written to punish Russian energy exports — before they took effect. The Graham Act was Congress saying Moscow pays a price for the war in Ukraine. The White House just decided otherwise. Russia hit Kharkiv and Kramatorsk yesterday, killing eight. The power grid is still under systematic attack. But the sanctions designed to constrain the financing of that campaign won't apply.
