Washington seized $13 billion in Venezuelan oil revenue under sanctions and cannot account for where it went. The country has no functioning medical system, no electricity grid worth the name, and seven million refugees scattered across the hemisphere. Somewhere between Caracas and the Treasury's balance sheet, earthquake relief became a rounding error in someone else's ledger.
