The state's refiners already pay a 60-cent carbon premium on every gallon versus the Gulf Coast; add federal preemption of fuel standards and you're pricing marginal California production out of existence. The White House sees national uniformity; Sacramento sees an existential threat to its ability to regulate consumption through price.
