DW NOTE
The GENIUS Act gave non-U.S. stablecoin issuers a three-year window to comply or lose U.S. exchange access. Year one just ended with zero final regulations published. Tether has issued no compliance roadmap and made no structural changes toward U.S. standards — which require domestic reserves, third-party audits, and capital buffers it has never maintained. Two years until the largest stablecoin by volume loses its American on-ramps.
