Tajikistan has relied on subsidised Russian fuel since the Soviet collapse. Moscow cut the subsidy in June and shipments halted entirely in July after Tajik debt to Gazprom hit $480 million. Iran agreed to supply 300,000 tonnes monthly at market rates — no discount, and payment in hard currency Dushanbe doesn't have. The oil may arrive, but the terms won't.
