DW NOTE
Tanzania loses an estimated $2 billion annually to illicit capital outflows — roughly 4% of GDP. That money doesn't vanish; it reappears in Nairobi real estate, Dubai bank accounts, and London shell companies. The mechanics are textbook: misinvoiced trade, inflated procurement contracts, phantom consultancy fees. The IMF calls it tax base erosion. A more honest term would be institutionalised theft.
