Russia has banned crypto payments since 2022, survived the world's deepest sanctions regime, and now legalises exchanges while keeping the payment ban in place. The message is clear: capital controls matter more than the technology. A 300,000 ruble annual trading cap for retail investors isn't regulation, it's rationing — and it only makes sense if the state expects the ruble to keep losing ground.
