OPEC+ has spent two years proving quotas are theatre — members exceeded limits by 600,000 barrels per day through 2025. An agreement "in principle" for September means they haven't agreed yet, and a pause thereafter means they'll stop pretending to increase supply they weren't delivering anyway. Oil is at $84 because demand is soft, not because cartels are disciplined.
