Norway's sovereign wealth fund — the world's largest at $1.8 trillion — holds roughly 30% of its assets in U.S. Treasuries. They now want to reduce that. This matters less as a market force (Norway can't move rates) than as a statement: the cleanest balance sheet in global finance no longer sees American debt as the obvious anchor allocation. When the safest money wants less exposure to the safest asset, the premise of "safe" is what's under review.
