China's $1 trillion external surplus flows through half a dozen transshipment hubs and final-assembly jurisdictions. The bilateral deficit with Beijing is a line item; the structural imbalance is baked into the entire East Asian supply web. Tariffs on the wrong countries just tax American importers twice.
