Iraq owes Iran roughly $10 billion for electricity and gas imports accrued under U.S. sanctions that forbid dollar settlement. Baghdad now proposes paying in goods—medical supplies, construction materials, food—because neither country can clear the debt through normal banking channels. This is what happens when sanctions outlast their strategic purpose: two neighbouring states reduced to Bronze Age clearing mechanisms because Washington still treats 2003 as current policy.
