The U.S. has been sanctioning Iranian oil sales since 2018. Iran now moves roughly 1.5 million barrels per day anyway — much of it through shell companies, falsified bills of lading, and ship-to-ship transfers in international waters. Enforcement depends on satellite tracking and financial interdiction, both of which Iran has spent eight years learning to evade. The real constraint on Iranian revenue isn't sanctions; it's the Strait of Hormuz closure Iran itself imposed, which has severed the export routes its own circumvention networks depend on.
