Greece owns the world's largest merchant fleet and registers over half the shadow tankers moving Russian oil. When Brussels banned ship insurance for Russian crude above the price cap, Greek owners simply reincorporated in Dubai and kept sailing. The sanctions exist on paper. The oil moves anyway. That's not sabotage — it's how maritime law works when enforcement depends on flag states that profit from non-compliance.
