If Washington is now shopping dollar stablecoins to foreign governments, that's an admission: the correspondent banking system is so cumbersome that even the Treasury prefers privately-issued synthetic dollars on foreign rails. Call it what it is — outsourcing monetary plumbing because the incumbent infrastructure can't scale.
