The EU lifted sanctions on Vagit Alekperov, who founded Lukoil in 1991 and ran it until 2022, and Patriarch Kirill, head of the Russian Orthodox Church since 2009. Alekperov resigned his Lukoil positions in April 2022, two months after the invasion, claiming the sanctions left him unable to function. The EU now accepts that a man who built Russia's second-largest oil company has no current means to fund the war machine.
