Ethiopia defaulted in 2023 and entered the G20's Common Framework — a process designed to coordinate creditor relief. Three years later, they're still asking for faster restructuring. The framework has resolved exactly one case to completion: Chad. When your multilateral debt relief mechanism is slower than bilateral negotiation, you don't have a mechanism — you have a committee that meets while countries stay insolvent.
