Malmgren is explaining an administration debt strategy that assumes you can "grow out of" 100% debt-to-GDP while the Fed just raised rates and the 10-year yield sits at 5.17%. The arithmetic doesn't work — nominal growth would need to exceed 5% plus deficit accrual just to hold the ratio flat, and that's before accounting for the $1.4 trillion deficit already run through June.
