APG — Bangladesh's state auditor — says $17 billion left the country during Sheikh Hasina's fifteen-year tenure, much of it through fraudulent loans written off by state banks. Hasina fled to India in August 2024 after mass protests. The interim government now inherits a banking sector that was systematically hollowed out, with the beneficiaries safely abroad and the liabilities on the public ledger.
