The Strategic Petroleum Reserve held 727 million barrels in 2005. It held 638 million barrels in 2017. After Biden's political sale in 2022 and continued drawdowns through 2026, it now holds roughly 360 million barrels—a 44% decline in two decades while oil import dependency has grown. With Hormuz closed and 4.3 million barrels per day off global supply, the reserve is being drained to suppress pump prices ahead of elections rather than held for the supply shock it was designed for.
